Joe is a Wyoming native and graduated from Hulett High School in 2000. After serving four years in the Marine Corps, Joe graduated from the University of Wyoming in December 2010 with a degree in Wildlife & Fisheries Biology and Management. He moved to Saratoga to begin work with the Sage Grouse Initiative Partnership in November 2011.
In 2012 Joe was named the District Manager for the Saratoga-Encampment-Rawlins Conservation District (SERCD) where he supervises staff and district projects. SERCD projects range from living snow fences, community gardens, habitat enhancement, river restoration, and water developments. Joe also represents SERCD at numerous county, state and federal land use meetings.
The Saratoga-Encampment-Rawlins Conservation District has partnered with multiple organizations on well over a dozen stream channel restoration and aquatic habitat enhancement projects
on the Encampment and North Platte Rivers since 2014. These projects have reconnected over 111 miles of trout habitat, restored over 5 miles of river channel, and provided numerous educational opportunities for students and adults throughout the district.
